Position Summary

We are seeking an experienced and highly organized Scrum Master / Technical Project Manager to lead our Data Engineering and Analytics teams supporting government programs. The ideal candidate will combine strong Agile leadership with technical project management skills, with a particular focus on data analytics, visualization, and public sector compliance. This role is critical for driving successful delivery of data modernization initiatives while ensuring team discipline and client satisfaction.

Key Responsibilities

Agile Leadership & Project Management

  • Facilitate and continuously improve Agile ceremonies (Daily Standups, Sprint Planning, Reviews, Retrospectives)
  • Manage sprint capacity and ensure disciplined execution of tasks by engineers
  • Track and report on key metrics (velocity, burndown charts, milestone status)
  • Oversee data analytics projects involving Tableau dashboards, Snowflake, and data visualization

Team Coordination & Collaboration

  • Coordinate with cross-functional teams including data engineers, Tableau engineers, data analysts, and QA professionals
  • Serve as a bridge between business owners, technical teams, and leadership
  • Ensure clarity of priorities and outcomes across all stakeholders
  • Foster a culture of collaboration, continuous improvement, and accountability

Compliance & Best Practices

  • Ensure adherence to public sector standards and applicable data security/compliance policies
  • Advocate for best practices in data management, data governance, and system interoperability
  • Handle challenging client situations with composure and professionalism
  • Maintain awareness of HIPAA, FISMA, FedRAMP, and other relevant compliance frameworks

Required Qualifications

  • Bachelor’s degree in Computer Science, Information Systems, Public Administration, or related field
  • 5+ years of experience as a Scrum Master, Technical Project Manager, or Agile Project Manager
  • Strong knowledge of Agile frameworks (Scrum, Kanban, SAFe) and project management methodologies
  • 2+ years of experience supporting government programs or working on public sector contracts
  • Proficiency with Agile project management tools (Jira, Azure DevOps, Rally, or similar)
  • Familiarity with data-focused projects: data warehousing, analytics, data integrations, reporting platforms
  • Strong stakeholder management and communication skills across technical and business audiences

Preferred Qualifications

  • Master’s degree in a related field
  • Scrum Master certification (CSM, PSM)
  • PMP, PMI-ACP, or SAFe certifications
  • Experience with public health data analytics and government sector projects
  • Understanding of data governance, metadata management, and quality frameworks
  • Knowledge of cloud platforms (AWS, Azure, GCP) supporting government workloads
